Item No. 14 <br />memo�andum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: HOME PROGRAM CONTRACT <br />DATE: February 18, 2013 <br />BACKGROLJND: Paris has for very many years participated in various housing programs <br />offered through the Texas Department of Housing & Community Affairs (TDHCA), including <br />the HOME program, which provides replacement housing for certain qualified persons. Because <br />we do not have in-house expertise, nor would it make financial sense to bring staff onboard for <br />this program, we have relied on vendors who specialize in these state programs to administer <br />applications, paperwork, communications, payments, etc. <br />STATUS OF ISSUE: In the case of the HOME program, we utilize the services of Resource <br />Management & Consulting Company. Charles and Rachel Edwards are the owner-operators of <br />this local company. They have provided very good, timely service and we need to renew our <br />agreement with them at this time. <br />BUDGET: Costs are borne by the program. <br />RECOMMENDATION: Approve execution of a Professional Services Agreement with <br />Resource Management & Consulting Company for administrative services for an anticipated <br />TDHCA HOME Fund grant. <br />6� <br />
