MEMORANDUM
TO: Mayor, City Council and City Manager
FROM: S. Shawn Napier, P.E.
City Engineer
DATE: May 9, 2002
SUBJECT: Wade Park, Lamar Avenue and 24th S.E. Drainage Improvement Project
The house located at 205 24`h Sireet S.E. is partially sitting over the existing drainage channel.
As part of the drainage improvement the existing channel must be expanded to alleviate flooding
problems. This would mean doing something special in the azea of 205 24t' S.E., because the
house sits over a part of the enclosed channel. The house and property is currently appraised at
$24,980. The price to install a two-barrel 6-ft. x 5-ft. hox culvert 100 ft. long would cost
$55,000 and we would still have the problem of a house near the drainage channel. The existing
enclosed channel is in poor condition and hud to maintain. Buying this property would enable
the City to construct a wider concrete ditch section (see attached sheet) that would be easy to
maintain and more efficient. This lot could serve as a staging area during construction and give
the City an access point into the channel. The lot can also be put in the Homestead program after
construction. The Engineering Department recommends acquiring this property as part of the
ongoing drainage project.
Sincerely,
~ awn Napier, P.E.
City Engineer
cc: Larry W. Schenk, City Attorney
