~
,

~ - ~7 c IY O '~1 pA, \ L%j~S~
a - -
September 18, 2001
Honorable M. Charles Superville
Lamar County Judge
Lamar County Court House
119 North Main Street
Paris, TX 75460
In re: Projected Ambulance Charges by the City of Paris for Service Year October 1, 2001-
September 30, 2002
Dear Judge Superville:
As we discussed in our recent meeting, and at your request, the City of Paris has made an
in depth review of both its projected revenues and its anticipated costs for providing ambulance
service to Lamar County for the service period October 1, 2001-September 30, 2002. As a
consequence of that review, I am pleased to advise you the City has been able to make certain
adjustments to its projected revenues for next year, due in part to recent EMS rate increases
adopted by the City Counci(. In addition, the City has also been able to identify modest projected
cost savings, which coupled with the revenue increase should result in total projected costs of
$341,509.00, or $28,459.00 per month, for ambulance service to Lamar County during the next
fiscal yeaz. While these numbers are based on projected costs and revenues, the City staff has
assured me they are confident these numbers reflect the maximum anticipated EMS expenditures
on behalf of L.amar County, baning any unforseen or highly unusual change. As I am sure you
will agree, recent circumstances on the national scene dictate that the only certain thing is
uncertainty.
Nevertheless, I am pleased to present to you this current information with regazd to the
City's adjusted anticipated cost for providing the same high quality ambulance service which the
City has been able to maintain in the past. During our recent conversations, you referred to our
ambulance service as a"Cadillac" service, a reference I received with some measure of pride.
The citizens of the City of Paris, (and through our contract, the citizens of Lamaz County) have
come to expect the City and the County to maintain the highest scandard of ambulance service,
and the City Council and the City Staff are committed to maintaining that high level of service at
the lowest possible cost. Indeed, the anticipated cost to the County for EMS service for this next
ensuing year, in spite of severe reductions on the part of the federal government and other
uncertainties, is now projected at a level lower than the projected level of cost for this current
service yeaz.
I anticipate in the next ensuing year the County and the City will engage in further
discussions, not only on matters related to ambulance service, but regarding other matters of
P.O.
