Item Nos. 15-17 <br />memo�andum <br />TO: Mayor & Council <br />John Godwin, City Manager <br />FROM: Janice Ellis, City Clerk <br />SUBJECT: APPLICATIONS FOR DISANNEXATION <br />DATE: March 5, 2013 <br />BACKGROLJND: We have received disannexation applications from James Clinton Spencer, <br />Boyd & Deborah Hudgens, and David & Brenda Denison, all of which have been made on the <br />basis of lack of city services. <br />STATUS OF ISSUE: Mr. Spencer owns an unimproved piece of property consisting of 6.25 <br />acres located on the corner of Wildwood Lane. The City of Paris provides fire protection, police <br />protection, and trash service, and water is available from the City through a county water line. <br />The City does not provide sewer. The City received property taxes in the amount of $223.60 for <br />2012. <br />Mr. and Mrs. Hudgens own a piece of property consisting of one acre and a house. The City of <br />Paris provides fire protection, police protection, and trash service. The City does not provide <br />water or sewer to the residence. The City received properiy taxes in the amount of $599.17 for <br />2012. In speaking with the Engineering Department, it is my understanding that the nearest city <br />limit line is 1,700 feet to the south of the Hudgens' property. To disannex this piece of property <br />would leave it landlocked from the county. Surrounding neighbors would be required to follow <br />city regulations, but this property would not be under the same regulations if disannexed. <br />Mr. and Mrs. Denison own an unimproved piece of property consisting of 5.025 acres located in <br />Wildwood Estates. The City of Paris provides fire protection, police protection, and trash <br />service, and water is available from the City through a county water line. The City does not <br />provide sewer. The City received property taxes in the amount of $179.79 for 2012. To <br />disannex this piece of property would isolate the property owned by Celeste Wilcox, resulting in <br />her property being land locked from the city limits. <br />�� 43 <br />
