Item No. 18 <br />memo�and um <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Shawn Napier, P.E. <br />Director of Engineering, Planning & Development <br />SUBJECT: TXDOT AVIATION FUNDING REQUEST FOR COX FIELD <br />DATE: March 6, 2013 <br />BACKGROLJND: The Airport Advisory Board has been searching for ways to construct <br />hangars at Cox Field. The airport has a list of over 20 people who want to rent hangar space at <br />the airport. The Airport Advisory Board recommended that a letter of interest be sent to the <br />Texas Department of Transportation (TxDOT) Aviation Division requesting grant money. <br />STATUS OF ISSUE: The City of Paris can request that TxDOT Aviation bank four years' <br />worth of non-primary entitlement money. Under the current program $150,000 is set aside each <br />year for the airport. This would set aside $600,000 that would in turn require a 10% match <br />($60,000) from the City. This money can be used to fund projects that have been approved in the <br />airport master plan or fix problems that exist on the airfield portion of the airport. The airport <br />master plan lists construction of a 10-unit T-hangar and extension of a hangar access taxiway as <br />projects in the short-term capital improvement program, so hangars are an eligible expense. <br />BUDGET: The required 10% match money ($60,000) would be spent in two different budget <br />years; 2013-14 would require a small amount for design work, and the remainder in 2014-15 for <br />construction. <br />RECOMMENDATION: Instruct staff to submit a letter of interest to TxDOT Aviation for the <br />construction of a 10-unit T-hanger and hangar access taxiway. <br />'� <br />
