FOR PROFESSIONAL ENGINEERING SERVICES <br />RELATED TO THE PERFORMANCE OF A PRODUCTION STUDY OF <br />THE WATER TREATMENT PLANT OF THE CITY OF PARIS; <br />AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE <br />A PROFESSIONAL ENGINEERING SERVICES CONTRACT WITH <br />FREESE AND NICHOLS, INC. FOR SUCH STUDY; MAHING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br />WHEREAS, the City of Paris is currently engaged in negotiations with wholesale water <br />customers, including Lamar County Water Supply District, preliminary to amending or entering into <br />new water supply agreements with said entity; and, <br />WHEREAS, in order to quantify and identify the water production capabilities of the City, <br />the City needs to conduct a study of the production capabilities of the City's Water Treatment Plant <br />as a prerequisite to contracting for the sale of said water; and, <br />WHEREAS, the City Engineer and the City Manager have previously requested authority <br />from the City Council to solicit requests for proposals from qualified professional consultants to <br />perform said production study of the Water Treatment Plant of the City of Paris; and, <br />WHEREAS, the City Council, by adoption of Resolution No. 2002-045, passed and <br />approved the l lth day of February, 2002, authorized the City Manager and the City Engineer to <br />request proposals for professional engineering services related to the aforesaid study; and, <br />WHEREAS, as a result of the solicitation of said proposals, and the review of same, the City <br />Manager and City Engineer have determined the engineering firm of Freese and Nichols, Inc., has <br />presented the best proposal for the performance of said study; and, <br />WHEREAS, the City Council desires to acceptthe aforesaid proposal of Freese and Nichols, <br />Inc., and authorize the City Manager to negotiate and execute a professional engineering services <br />contract with Freese and Nichols, Inc. for the performance of said study, subject to the review of said <br />contract by the City Attorney; NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS: <br />Section 1. That the findings set out in the preamble to this resolution are hereby in all things <br />approved. <br />Section 2. That the proposal of Freese and Nichols, Inc., Professional Engineers, attached <br />hereto as Exhibit A and for all purposes incorporated herein, for the performance of a study of the <br />production capabilities of the City's Water Treatment Plant, be, and the same is hereby, accepted. <br />
