Item No. 15 <br />memo�andum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Alan Efrussy, AICP, Planning Manager <br />SUBJECT: CITIZEN'S ADVISORY COMMITTEE FOR THE NEW PARK MASTER <br />PLAN <br />DATE: March 18, 2013 <br />BACKGROUND: At the February 25, 2013 city council meeting, City Manager John Godwin <br />stated that the contract with MHS to create a new Parks, Recreation, and Open Space Master <br />Plan mentions the consultant working with a citizens advisory committee. Mr. Godwin also <br />indicated that city staff believes there is a need for an ad hoc committee or board of local citizens <br />to aid in guiding input, priorities and ideas for this plan. These parks advisory boards historically <br />have been common components as part of new or updated paxks master plans. At this February <br />25t" council meeting, Mayor Pro-Tem Grossnickle recommended that staff send letters to <br />representatives of various organizations that would be interested in participating in said advisory <br />committee. Mr. Godwin stated that staff would address this request and bring our findings back <br />to the council in four weeks. The purpose of this agenda item is to provide information that staff <br />acquired regarding this matter. <br />STATUS OF ISSUE: Various individuals who staff thought would be interested in serving on <br />this committee were contacted, including representatives of Keep Paris Beautiful, TNT Grant <br />Program, Boys & Girls Club of Paris, representative of Paris Independent School District, <br />Archers for Christ, and the M�ey Rifleman's Gun Club. <br />Names of those individuals who are interested in participating in the citizen's advisory <br />committee are attached to this memo. Several do not live within Paris, but still desire to serve. In <br />particular, Mr. David Osborne indicated to staff that although he lives in the county, he strongly <br />desires to serve on this committee, that he is an officer of the Maxey Rifleman's Gun Club, and <br />that he has been requested by said club members to be their representative on this park plan <br />committee. The MHS contract scope of work indicates that the citizen's advisory committee is <br />scheduled to have its first meeting in April, 2013. <br />�2 <br />
