Item No. 15
memoandum
TO: City Council
John Godwin, City Manager
FROM: Alan Efrussy, AICP, Planning Manager
SUBJECT: CITIZEN'S ADVISORY COMMITTEE FOR THE NEW PARK MASTER
PLAN
DATE: March 18, 2013
BACKGROUND: At the February 25, 2013 city council meeting, City Manager John Godwin
stated that the contract with MHS to create a new Parks, Recreation, and Open Space Master
Plan mentions the consultant working with a citizens advisory committee. Mr. Godwin also
indicated that city staff believes there is a need for an ad hoc committee or board of local citizens
to aid in guiding input, priorities and ideas for this plan. These parks advisory boards historically
have been common components as part of new or updated paxks master plans. At this February
25t" council meeting, Mayor Pro-Tem Grossnickle recommended that staff send letters to
representatives of various organizations that would be interested in participating in said advisory
committee. Mr. Godwin stated that staff would address this request and bring our findings back
to the council in four weeks. The purpose of this agenda item is to provide information that staff
acquired regarding this matter.
STATUS OF ISSUE: Various individuals who staff thought would be interested in serving on
this committee were contacted, including representatives of Keep Paris Beautiful, TNT Grant
Program, Boys & Girls Club of Paris, representative of Paris Independent School District,
Archers for Christ, and the Mey Rifleman's Gun Club.
Names of those individuals who are interested in participating in the citizen's advisory
committee are attached to this memo. Several do not live within Paris, but still desire to serve. In
particular, Mr. David Osborne indicated to staff that although he lives in the county, he strongly
desires to serve on this committee, that he is an officer of the Maxey Rifleman's Gun Club, and
that he has been requested by said club members to be their representative on this park plan
committee. The MHS contract scope of work indicates that the citizen's advisory committee is
scheduled to have its first meeting in April, 2013.
2
