1 nternal <br />►Memo <br />To: John Godwin <br />From: Chief Bob Hundley <br />Date: April 4th, 2013 <br />Re: Bicycle Helmet Ordinance <br />� ���, e{ , <br />At one time in my career, I was certified as a basic EMT and worked part-time for <br />the local ambulance service for about three years. During that endeavor, I recall <br />training which involved the medical assessment of persons who had collapsed <br />from a standing position. Not only were we looking for the cause of the collapse, <br />but we were not to ignore the possibility of a significant head injury from falling <br />from the person's height, 4 to 6 feet. <br />Add a little velocity while riding a bicycle and an uncontrolled fall to the pavement <br />can have grave results as well for the head. There is no argument that it is safer <br />for a bicyclist to be wearing protective head gear than not. <br />I understand there has been discussion regarding the need for a city ordinance to <br />force individuals who are riding bikes to have protective head gear. <br />Statistically, over the past two years, we have been fortunate to have a low <br />incidence of bicyclists being involved in crashes which resulted in a fatality or <br />injuries. <br />6�J <br />
