April 08, 2002 TO WHOM IT MAY CONCERN This letter is in reference to the property located at 845 and 855 East Polk, Paris, Texas. These properties are owned by my aunt, Frances C. Miller, who was never married, has no children, or immediate surviving family. I have had Power of Attorney of Frances since 1999, before she was admitted to the Paris Nursing Home, located on Clarksville Street. Frances is suffering from Dementia and is in the last stages of Alzheimer's and is also confined to a wheelchair. Frances, will unfortunately always be in a nursing home until her death. She is not competent due to her condition and is not able to sell or financially upkeep the properties on East Polk Street. Each of these properties have houses located on them. Before Frances was admitted into the nursing home both properties had considerable roof and rain damage to the inside of the houses. The roofs have now fallen into the homes and the damage is extensive and the houses are not repairable. Everything in both yards is in an overgrown state; and large trees that were damaged in the ice storm last year have fallen onto the houses and property. There is one other relative, a niece Pam Urbano, and myself who see to Frances' emotionally needs; but we are not able to help her financially. We are both divorced and single, and in our 60's, and have a very limited income. The city has contacted Pam Urbano about the condition of the properties and suggested that they would clear the houses away and clean up the land if ownership of the properties were signed over to the City of Paris. Can the City of Paris contract a legal agreement stating that the cleating of the houses, cleaning of the land and ownership of the properties be signed over to the City.
