memo�andum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Shawn Napier, P.E., Director of Engineering, Planning & Development <br />SUBJECT: BID AWARD FOR THE TWDB PHASE I WATER LINE REPLACEMENT <br />PROJECT <br />DATE: April 15, 2013 <br />BACKGROL7ND: The City of Paris received a low interest loan from the Texas Water <br />Development Board for a Drinking Water State Revolving Fund in the amount of $3.4-million <br />dollars. The loan will fund the replacement of 15 water line projects from the CiTy's Capital <br />Improvement Project list (location map attached). The project was qualified as a green project <br />and enabled the City for 15% ($510,317.00) loan forgiveness. This reduced the loan amount to <br />$2,900,000.00. The project has been separated into two projects. The first phase includes the <br />following projects that will be replacing existing cast iron pipes: <br />Sperry St. from 13th SW to 15t" SW <br />3rd NE from Henderson to Lamar <br />3rd NE from Lamar to E. Kaufman <br />South Church St. from Washington to Hearn <br />Deshong, Lewis and Stone <br />STATUS OF ISSUE: Bids are going to be opened on April 19th and City Council will be <br />provided a recommendation and bid tabulation at the meeting. The Sperry St. project listed <br />above has been bid as an alternate. The Sperry St. project could be done by the contractor or <br />given to the Capital Improvement Program (CIP) Crew depending on the bid and the schedule of <br />the CIP Crew. <br />BUDGET: This will be funded from the Texas Water Development Board loan. <br />RECOMMENDATION: Award a bid for the Phase I, TWDB water line replacement project. <br />� <br />
