HOUSINGAUTHORITY OF THE CITY OF PARIS <br />BOARD OF COMMISSIONERS MEETING <br />Friday, Apri126, 2002 <br />12:00 p.m. <br />Chairman Curtis Fendley called the meeting to order at 12:03 with the foilowing Board-members <br />present: Curtis Fendley, JeffHoog, and Rick Poston. Also attending Executive Director Denny <br />head and Legal Council T.K.Haynes. <br />Agenda Item 3. Approval of Corporation Agreement beiween the Housing Authority of the <br />City of Pnris and the City of Paris, for the 2000 PHDEP Grant Denny Head explained that the <br />Housing Authority was in non comptiance because the Housing Authority failed to fallow <br />regulations from HiJD concerning program approvals and corporation agreements prior to <br />starting the pFOgcam. Therefore, even though the services were preformed-froro the Police <br />Department, Boys Club, and PAL the Housing Authority was unable to pay for these services <br />because their non-compliance prevented them from withdrawing funds from LOCCS_ <br />Agenda Item 4, Approve revisions to the Admissions and Occupancy Policy. Denny Head <br />presented the newly revised Admissions afld Occupancy Policy which is nova in compliance with <br />the all the Young Litigation and has items that were originally left out of the prior policy. The <br />item in mention was in reference to Income Disregard This was not in our policy and shoul4 <br />have been in the A&O Policy since 1999. The new A&O Policy has been reviewed and approved <br />by HUD. Motion was made ta accept the new Admissions and Qccupancy Polic}L Ieff Hoog, and <br />seconded by Rick Poston. <br />Agenda Item 9, Young 1 itigation, the Director reviewed a leYter with the boaxd from Daniels. <br />The court appointed attomey for the Young Litigations in effect he petitioned the courts to <br />include all housing authorities as co-defendant along with Hi.ID. This was inresponse to the~new <br />HUD program that had not been previously approved by the court before HUD initiated the <br />programs, His iequest was since the hausing authocities collaborated with I-LTB in-instituting this <br />program they should also be included along with HUD in the litigation. <br />The DireckQr stated that the PaFis-Housing Authoritg didnot institute the new HLTD progratn. <br />Therefore, we should not be included as a co-defendant in the litigation. The boazd agreed to <br />seek Iggal aounsel to inform the court-of our non participation, therefore exduding the PHA from <br />this petition. <br />Curtis Fendley asked for further business none asked for a motion to close mcetiAlg.llutio» was <br />made by Rick Post and seconded by Jeff Hoog. <br />
