ynenzo�andum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Shawn Napier, P.E., Director of Engineering, Planning & Development <br />SUBJECT: GRAND THEATER PRESENTATION BY DENNEY ARCHITECTS <br />DATE: 6-3-2013 <br />BACKGROUND: The Grand Theater has been discussed at several City Council meetings. A <br />contract with Denney Architects was approved at the January 28, 2013 City Council meeting. <br />The contract was for the design of the fa�ade, front entry, fire wall and roof of the Grand <br />Theater. At the August 13t", 2012 meeting, council gave direction with moving forward on the <br />idea of replacing the roof and roof shell structure over the existing entrance lobby area <br />(approximately 18-feet by 70-feet) and rebuilding the fa�ade in conjunction with the Leadership <br />in Lamar County Class Project. The 2"a floor of the front entry area has been rebuilt, in order to <br />assist with design measurements of the building. During last year's Festival of Pumpkins event <br />people had a chance to sign up for a tour of the Grand Theater. Staff had to add tours to <br />accommodate all the people who wanted to tour the building. <br />STATUS OF ISSUE: Mr. Paul Denney of Denney Architects will be sharing a presentation on <br />the Grand Theater at the June l Ot" City Council meeting. The next few proposed working steps <br />at the Grand Theater would be to prepare two different bid packages. The first package will <br />include the roof replacement. The second bid will propose to reconstruct the front fa�ade above <br />the canopy and rebuild the sign. The front fa�ade work includes a porcelain banding that was <br />previously demolished. The porcelain banding has a 10 to 12 week fabrication time. This would <br />need to be ordered in advance of the fa�ade work. The Leadership Lamar County Class raised <br />funds for the fa�ade work. The fa�ade was broken into two phases separated by the canopy. <br />Phase I would be everything above the canopy and phase II below the canopy. Any Leadership <br />in Lamar County Class money remaining after phase I would be applied to phase II. <br />The City of Paris was not awarded a second EPA Brownfield cleanup grant. This would leave <br />the remainder of the cleanup work to be accomplished. This work will need to be funded from <br />another source. A group of Grand Theater enthusiasts are still interested in refurbishing the <br />Grand Theater into a usable community facility. Several members of this group may be at the <br />City Council meeting to share their vision for the Grand Theater. <br />BUDGET: These projects will be funded from the law suit settlement ($80,000) with 911 <br />Restoration and funds raised by the Leadership Lamar County Class ($74,770). <br />RECOMMENDATION: Discussion only. <br />�• <br />
