DRAFT <br />J:\Attorney\Lisa\Ordinances\CiJRRENT\PD Composition Ord 2002-V2.wpd <br />September 24, 2002 <br />ORDINANCE NO. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES OF <br />THE CITY OF PARIS BE AMENDED BY REVISING SECTION 26-1 OF <br />SAID CODE TO AUTHORIZE THE STAFFING LEVELS OF THE POLICE <br />DEPARTMENT; REPEALING ALL ORDINANCES OR PARTS OF <br />ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN <br />EFFECTIVE DATE. <br />WHEREAS, the employment of police officers in the City of Paris is governed by Chapter <br />143 of the Loca1 Government Code, dealing with Civil Service employment; and, <br />WHEREAS, Section 143.021 of said Chapter 143 of the Local Government Code provides <br />for a municipality's governing body to establish the classifications of police officers by ordinance; <br />and, <br />WHEREAS, the City of Paris has experienced a serious and unanticipated shortfall in <br />revenues for fiscal year 2001-2002 that will be carried forward into fiscal year 2002-2003; and, <br />WHEREAS, as a consequence, the City Council found it necessary to adopt and <br />implement an austere budget for fiscal year 2002-2003; and, <br />WHEREAS, as part of that austerity, the City Council determined that certain positions <br />in the Police and Fire Department should be eliminated through the process of attrition, in that <br />certain designated employee positions in each department currently vacant or upon becoming <br />vacant in the future will not be filled; and, <br />WHEREAS, as a consequence, the City Council desires to provide for a reduction in force <br />in the Police Department by eliminating three (3) unfilled positions for police private; NOW, <br />THEREFORE, <br />BE IT ORDAINED BY THE CITY COLTNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are hereby in all <br />things approved. <br />Section 2. That Section 26-1 of the Code of Ordinances of the City of Paris, Paris, Texas, <br />be, and the same is hereby, amended so that such shall read as follows: <br />
