AGENDA INFORMATION SHEET
PROJECT: Lake Crook Trails
BACKGROiJND: On August 30, 2002, The Texas Parks and Wildlife Commission awazded National
Recreational Trails Grant funds to the Lake Crook Trails project in the amount of $81,640. This project is
an 80/20 match, therefore the City will match these funds with $20,410.
DESCRIPTION: The Lake Crook Trails project includes the construction of 8.6 miles of trails along the
shores of the city-owned 1200 acre lake. The proposed trails are divided into four categories: all weather
surface, compacted gravel surface, wide dirt trails, and narrow dirt trails. This variation of trail types will
provide trails for a broad spectrum of trail users including walkers, joggers, bicyclists, and mountain bikers.
The all weather surface and the compacted gravel surface trails will provide handicapped access to some of
the most spectacular regions of the lake.
A[ some point in the past, roads pazalleled the shores of the lake on both the north and south. This project
proposes to convert the old roadbeds around the lake into multi-use trails. The abandoned roadbed on the
south side of the lake contained an asphalt road, which with minor repairs will make an excellent 8' wide all
weather trail. The roadbed on the north side of the lake is a dirt road which can easily be converted into an
8' wide soft trail for mountain bikers, walkers, and joggers.
On both the north and south shore, trail loops coming off of the old roadbeds are proposed to offer trail users
a more diverse environment to experience. The loop trail widths on the north and south side of the lake will
be 5' wide and 8' wide respectfully. A total of seven picnic stations/observation decks are proposed at scenic
locations along the trails. The trail system will contain interpretive and directional signage. The interpretive
signage will identify significant ecotypes, trees and brief history of Lake Crook. Parking is proposed at each
trail entry. On the south shore, an existing pazking azea will be refurbished and on the north a gravel parking
lot will be constructed. City forces and equipment will be utilized to construct many of the improvements
proposed.
The use of the old roadbeds & use of city forces will allow the City of Paris to construct a significant trail
project surrounding a beautiful lake with a limited budget. The end product will be a unique trail system
which will draw a wide spectrum of trail users from the entire Paris region.
RECOMMENDED ACTION: (1) Approve the trails project and the appropriate funding; (2) Amend the
current ]ease agreement with the Archers Club, excluding zone one from the existing contract
STAFF CONTACT: Terry Townsend, Director of Public Works/Parks and Recreatioa7//
COST: $20,410.00
SCHEDULE: Trai] design should begin December 2002; Total estimated project time is 2 years.
COUNCIL DATE: October 10, 2002
ADDITIONAL MATERIALS: Attached copy of award letter.
