MINUTES OF THE EMERGENCY CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />June 17, 2013 <br />The City Council of the City of Paris met for an emergency session at 5:30 p.m. on <br />Monday, June 17, 2013, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: Aaron Jenkins; Billie Lancaster; John Wright; <br />Richard Grossnickle; and Cleonne Drake <br />City Staff: Kent McIlyar, City Attorney; Janice Ellis, City <br />Clerk; Gene Anderson, Finance Director; Kent <br />Klinkerman, EMS Director; Alan Efrussy, Planning <br />Director; Shawn Napier, City Engineer; Larry <br />Wright, Fire Chief, Bob Hundley, Police Chief, and <br />Doug Harris, Utilities Director <br />Absent: Matt Frierson <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Hashmi called the meeting to order at 5:30 p.m. <br />2. Discuss and appoint an interim city manager during the city manager's absence. <br />Mayor Hashmi said it was anticipated that the city manager would not return to work for <br />several weeks and that City Council needed to appoint an interim city manager. City Council <br />discussed appointing Fire Chief Larry Wright or Finance Director Gene Anderson as interim city <br />manager for a period not to exceed six weeks. Council Member Drake said it was important that <br />the interim understood details of the budget process and how to proceed with the bond process <br />and for those reasons she favored Gene Anderson as interim city manager. Mayor Hashmi said <br />he did not have a problem with either one serving as interim city manager, but he also favored <br />Mr. Anderson. Mayor Hashmi said Mr. Anderson had served as interim city manager and he <br />was well versed in the budget cycle and the bond process. Council Member Wright said Gene <br />Anderson should be considered, because of his experience. He said he did not want new <br />employees hired without Council approval, with the exception of seasonal staff. Council <br />Member Wright added that the six week period was a good idea. Council Members Jenkins, <br />Lancaster and Grossnickle favored Gene Anderson citing his experience and knowledge. <br />A Motion to appoint Gene Anderson as interim city manager was made by Council <br />Member Drake and seconded by Council Member Lancaster. Motion carried, 6 ayes — 0 nays. <br />
