M I - 2013-2014 Budget Department 11 City Council The City Council is the legislative body of the city. As the elected representatives of the citizens of Paris, the City Council provides policy direction to the city government and appoints the City Manager, the City Attorney, and the Municipal Judge. Theaty Council annually elects one of its members to serve as Mayor and one of its members to serve as Mayor Pro Tem. As the governing body of the city, it is the City Council's responsibility to represent the best interests of all citizens in Paris, Texas, in enacting local legislation, in determining city policies and plans, and in adopting the city's budget. Department 12 City M anager The City Manager is the chief executive officer and the head of the administrative branch of the city government. He is responsible to the City Council for directing the overall affairs of the City, managing the organization and developing programs to implement the City Council's policies and priorities. The Human Resources Officer functionsas part of the Oty Manager's department. Department 13 City Attorney The Oty Attorney serves as the legal advisor of, and attorney for, the Oty Council, the Oty of Paris, the Oty Manager, and all offices, departments, divisions, agencies, boards, and commissions of the city. The Oty Attorney and the personnel of this department provide legal advice, prepare ordinances, resolutions, contracts, and all other legal instruments. The City Attorney or his assistant serves as prosecutor in the M unidpal Court. Department 14 M unidpal Court The Municipal Judge directs the activities of the Municipal Court Department comprised of the Municipal Judge, the Municipal Court Oerk, and other clerical assistants. The Municipal Court hears and makes decisions on all cases filed with the Municipal Court Oerk over which the Municipal Court hasjurisdiction. The Municipal Judge is responsible for performing all duties of a Magistrate under the laws of the State of Texas and ordinances of the Oty of Paris.
