MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />July 16, 2013 <br />The City Council of the City of Paris met for an special session at 5:30 p.m. on Tuesday, <br />July 16, 2013, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: Aaron Jenkins; Billie Lancaster; John Wright; <br />Matt Frierson; and Cleonne Drake <br />City Staff: Gene Anderson, Interim City Manager; Kent <br />McIlyar, City Attorney; Janice Ellis, City Clerk; <br />and Shawn Napier, City Engineer <br />Absent: Council Member: Council Member Grossnickle <br />Opening Agenda <br />Call meeting to order. <br />Mayor Hashmi called the meeting to order at 5:30 p.m. <br />2. Receive presentations from contractors and discussion with regard to water and sewer <br />line replacement projects. <br />Council heard from contractors Barney Bray, Freddy Smith, Luke Bissell, Buddy <br />Heuberger and Michael Fry, all of which expressed that if Council used one single contractor on <br />the water and sewer line replacement project that none of the local contractors would be able to <br />bid. Several contractors said no one locally had the bonding capacity to bid on a $35 million <br />project. Several contractors said if it was one big project, that work would be going on all over <br />town and that would be a lot of disruption at one time. Mr. Bray suggested the City purchase all <br />of the pipe and cut out the middle man, because that would save money. Council also heard <br />from local engineer Reeves Hayter, who spoke about keeping the money in Paris. He also <br />suggested they do several smaller projects, which would allow local people the opportunity to <br />work on the project. City Council expressed their appreciation for the presentations. <br />3. Adjournment. <br />There being no further business, a Motion <br />Frierson and seconded by Council Member Drake. <br />was adjourned at 7:02 p.m. <br />A.J.
