MINUTES OF THE REGULAR CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />July 22, 2013 <br />The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, <br />July 22, 2013, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: Aaron Jenkins; Billie Lancaster; John Wright; <br />Richard Grossnickle; Matt Frierson; and Cleonne <br />Drake <br />City Staff: Gene Anderson, Interim City Manager; Kent <br />McIlyar, City Attorney; Janice Ellis, City Clerk; <br />Shawn Napier, City Engineer; Larry Wright, Fire <br />Chief, and Bob Hundley, Police Chief; Doug <br />Harris, Utilities Director; and Alan Efrussy, <br />Planning Director <br />Opening Agenda <br />Call meeting to order. <br />Mayor Pro -Tem Wright said Mayor Hashmi would arrive soon and called the meeting to <br />order at 5:30 p.m. Mayor Hashmi arrived immediately thereafter. <br />2. Invocation. <br />Reverend Slaughter gave the invocation. <br />Pledge of Allegiance. <br />Council Member Grossnickle led the pledge. <br />3. Citizens' Forum. <br />Toni Clem, 2980 Hubbard — she said she voted to approve the $89,000 for the Red River <br />Region Business Incubator and $33,000 for Ricky Hayes Retail Attractions in the upcoming <br />budget, and the Board approved it 3 -2 with Rebecca Clifford and David Turner not voting for the <br />budget. She said that Ms. Clifford and Mr. Turner argued that retail marketing efforts conflict <br />with the May 1, 1993 city -wide vote that established the PEDC as a corporation to carry out <br />industrial development programs. She said for the same reason the City Council rejected the <br />PEDC budget by a 4 -2 vote on July 8 and returned the $600,000 document to the board with <br />instructions to delete the funds for R3bi and Retail Attractions. Ms. Clem said Ms. Clifford was <br />attempting to discredit PEDC Director Steve Gilbert. <br />
