Regular Council Meeting <br />July 22, 2013 <br />Page 3 <br />Regular Agenda <br />12. Presentation and discussion of the 2013 -2014 Budget for the City of Paris. <br />Interim City Manager Gene Anderson presented the budget to City Council. Mr. <br />Anderson said it was a lean balanced budget with a slight tax decrease. He said the general fund <br />budget was actually $307,000 less than the current budget. He asked Council to schedule one or <br />two budget workshops. Mayor Hashmi asked Mr. Anderson to e-mail the Council possible <br />workshop dates. Council Member Wright said he would not be available the next week. <br />A Motion to move item 16 forward was made by Council Member Frierson and seconded <br />by Council Member Drake. Motion carried, 7 ayes — 0 nays. <br />16. Conduct a public hearing, discuss and act on RESOLUTION NO. 2013 -027: A <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />NOMINATING CAMPBELL SOUP COMPANY, PARIS, TEXAS TO THE OFFICE <br />OF THE GOVERNOR FOR ECONOMIC DEVELOPMENT AND TOURISM <br />THROUGH THE ECONOMIC DEVELOPMENT BANK FOR DESIGNATION AS A <br />QUALIFIED BUSINESS AND ENTERPRISE PROJECT UNDER THE TEXAS <br />ENTERPRISE ZONE ACT, CHAPTER 2303, TEXAS GOVERNMENT CODE; <br />AUTHORIZING THE CITY OF PARIS TO PARTICIPATE IN THE TEXAS <br />ENTERPRISE ZONE PROGRAM; PROVIDING TAX INCENTIVES; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br />PEDC Assistant Executive Director Shannon Barrentine explained this would be revenue <br />neutral for the City and was a designation of certain refunds from the State. Ms. Barrentine <br />introduced Ray Oldach, Plant Manager and Richard Quarles, Comptroller for Campbell Soup. <br />Mr. Oldach said there had been a lot of great success with the Paris Plant, and asked for the <br />City's help with this designation. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Hashmi closed the public hearing. <br />A Motion to nominate Campbell Soup as an enterprise project was made by Council <br />Member Frierson and seconded by Council Member Drake. Motion carried, 7 ayes — 0 nays. <br />13. Discuss possibility of the City of Paris funding the R3bi incubator not to exceed an <br />amount of $89,000 in fiscal year 2013 -14. <br />Council Member Wright said the Incubator was an area project and he wanted to know <br />how the area works and what other parts of the area were helping with the funding of the <br />
