Regular Council Meeting <br />July 22, 2013 <br />Page 5 <br />consider adding were out North Main toward Lake Crook along 271 North. He said he did not <br />know if that area contained enough houses. Mayor Hashmi said staff had put a lot of time and <br />effort into this map and asked Council if they could add or subtract at a later point. Council <br />Member Grossnickle said that would be fine. Council Member Frierson inquired if they could <br />set requirements to keep the character of historic houses not in the historic district. City Planner <br />Alan Efrussy said they could consider historic district overlays for specific properties, which was <br />not a full historic region. Council Member Lancaster said she would like to keep the <br />characteristics of the houses. Mr. Efrussy said a municipality could create its own social, <br />cultural or historic standards on its own. Council Member Drake said she was okay with the <br />map, but still had two areas in her district that she would like to see added at some point. Mayor <br />Hashmi said he liked the ideal, but they were trying to encourage growth and was concerned if <br />they started placing restrictions on the program it would deter residents from making <br />improvements to their property. Mayor Hashmi said staff needed direction on this item. Council <br />Member Wright favored in moving forward with the current map. It was a consensus of Council <br />to move forward with the map as written. <br />15. Discuss and possibly act on changes for code enforcement. <br />Council Member Wright said he asked for this item, because there seemed to be unequal <br />enforcement. He said the system was activated by complaints, that the complaints were not <br />consistently enforced, and that he would like to see a more consistent way of determining who <br />the violators were instead of waiting for complaints. He said the system was not working. <br />Council Member Wright said he was open to changes that would better identify and ensure <br />enforcement of the code. Mayor Hashmi asked Code Enforcement Supervisor Robert Talley if <br />he had suggestions for ways of improving his department. Mr. Talley said without specifics he <br />did not. Mayor Hashmi asked him if he had a five year plan for his department. Mr. Talley said <br />as instructed by Mr. Godwin, they were going over strategic plans and that Chief Wright and Mr. <br />Maberry would have a lot of input for the plan. He said when they get complaints they worked <br />them. Mayor Hashmi said that was Council Member Wright's complaint. Mr. Talley said the <br />way they did things was consistent. Council Member Wright said he had given examples to Mr. <br />Talley in the past and would do so again. Mayor Hashmi asked Mr. Talley to bring plans to a <br />future meeting for discussion. Council Member Wright asked that they come back with a <br />consistent method of operation so that it was not complaint driven. Mr. Maberry said the fire <br />department took over code enforcement April Is' and they had been working with code <br />enforcement trying to streamline some things and treat everyone fairly. <br />17. Presentation from Retail Attractions. <br />Council Member Frierson said over the last few weeks they had gotten some good insight <br />about what makes the local economy go and the different facets that encompass that. He said he <br />asked Rickey Hayes to come to the meeting to explain his role and how his relationship has <br />evolved with the PEDC. Council Member Frierson said under the Texas Economic <br />Development Act, it says Type A and Type B corporations can spend no more than 10% of <br />corporate revenues for promotional purposes.
