MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />CITY OF PARIS <br /> November 13, 2002 <br /> <br />The City Council of the City of Paris met in special session, Wednesday, <br />November 13, 2002, at 12:00 noon., Heritage Hall, 1009 West Kaufman <br />Street. The meeting was called to order by Karen Wilkerson, a member of <br />the Main Street Advisory Board. <br /> <br />The following City Council Members were present: Richard Manning, Joe <br />E. McCarthy, Francine Neeley, Michael J. Pfiester, and Benny Plata <br />Also present were City Manager Michael E. Malone, City Attorney Larry <br />W. Schenk, and City Clerk Mattie Cunningham. <br /> <br />Patsy Davis, Suzy Harper, David House, Linda Suarez, Barbara Wilson, <br />Karen Wilkerson, and Zack Saffle from the Main Street Advisory Board <br />were present. <br /> <br />Paul Denney, Claudia Hunt, Sue Lancaster, Becki Norment, Ann R. <br />Rogers, Linda Ryan and Arvin W. Starrett, members of the Historic <br />Preservation Commission were present. <br /> <br />Members of the Building and Standards Commission present were Brad <br />Archer, Chad Brown, Pike Burkhart, Mary Crumpler, Ward Hall, and <br />Harrell Tippitt. <br /> <br />The meeting was called for the purpose of holding a workshop regarding <br />impact of certified local government status on implementation of the <br />Historical Preservation Ordinance and Substandard Building Ordinance <br />and other related issues. <br /> <br />After a luncheon, Bratten Thomason, from the Texas Historical <br />Commission came forward giving a presentation on certified local <br />governments in Texas and how to protect the city's heritage by <br />preservation.
