(January 6, 2003) Consideration of and action on the following resolutions: Approving the Texas State Library & Archives Commission Loan Star Libraries Grant in the amount of $5,862.00 and authorizing the execution of Grant #442-03364. Representing the City of Paris's continued support of the Regional Controlled Substance Apprehension Program and the continuing efforts of the Tri-County Drug Task Force to target illicit controlled substances and organized criminal activity. Authorizing the application for a Regional Controlled Substance Apprehension Program grant from the Office of the Governor, Criminal Justice Division for the Narcotics Task Force and authorizing the execution of an Interlocal Agreement with the counties of Lamar, Fannin, and Red River, and cities of Clarksville and Bonham. Approving submission of an application from Charles Fulbright for $100,000.00 of Rural Business Enterprise Grant- Revolving Loan Fund (RBEG-RLF) funds to construct a restaurant at 1490 Fitzhugh Avenue. Affirming that the City of Paris has complied with the requirements of the Public Funds Investment Act. Approving and authorizing the execution of Contract Change Notice No. 02 (Attachment No. 05) to the Contract for Public Health Services, TDH Document No. 7560022067-2003. Awarding the bid for City depository services for the period beginning March 1, 2003 and ending February 28, 2005. Electing, pursuant to 42 U.S.C. Sec. 300gg-21, exemption from the requirements of the Health Insurance Portability and Accountability Act (HIPAA) and the Public Health Services Act (PHS).
