MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />August 6, 2013 <br />The City Council of the City of Paris met for an special session at 5:30 p.m. on Tuesday, <br />August 6, 2013, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: Aaron Jenkins; Billie Lancaster; John Wright; <br />Richard Grossnickle; and Cleonne Drake <br />City Staff: Gene Anderson, Interim City Manager; Kent <br />McIlyar, City Attorney; Janice Ellis, City Clerk; <br />and Shawn Napier, City Engineer <br />Absent: Council Member: Council Matt Frierson <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Hashmi called the meeting to order at 5:30 p.m. <br />2. Receive presentations from contractors and discussion with regard to water and sewer <br />line replacement projects. <br />City Council heard from Mir Ali and Roger Shields of Mir Consulting Engineers. Mr. Ali <br />said with this type of project, the City would need a full -time project manager because city has <br />staff had their full -time jobs. Mr. Shields said MCE could handle everything from pre - <br />construction through wrap -up of the project and would work with city staff. City Council also <br />heard from Patrick Baugh of Freese & Nichols. Mr. Baugh said Freese & Nichols had over 550 <br />employees; they had been serving Texas for 119 years and specialized in serving municipalities. <br />He also said they could provide engineering, program management, construction services, <br />environmental services, planning and architectural services. <br />3. Adjournment. <br />There being no further business, a Motion to adjourn wa made by Council Member <br />Frierson and seconded by Council Member Drake. Motion carrie 6 yes — 0 nays.
