MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />September 5, 2013 <br />The City Council of the City of Paris met for an special session at 5:30 p.m. on Thursday, <br />September 5, 2013, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: Aaron Jenkins; Billie Lancaster; John Wright; <br />Richard Grossnickle; Matt Frierson; and Cleonne <br />Drake <br />City Staff: John Godwin, City Manager; Gene Anderson, <br />Finance Director; Kent McIlyar, City Attorney; <br />Janice Ellis, City Clerk; Shawn Napier, City <br />Engineer; Kent Klinkerman, EMS Director; Larry <br />Wright, Fire Chief, Doug Harris, Utilities Director; <br />and Priscilla McAnally, Library Director <br />Openinjj Agenda <br />Call meeting to order. <br />Mayor Hashmi called the meeting to order at 5:30 p.m. <br />2. Discuss the proposed Budget for fiscal year 2013 -2014 <br />Finance Director Gene Anderson explained to the Council in addition to the adjustments <br />made on September 3`d, the salary of the planning director was not included in the proposed <br />budget and would need to be added. Mr. Anderson said that he had decreased some other items, <br />so that the addition of the planner's salary would be budget neutral. Mayor Hashmi told the <br />Council that he attended a meeting on September 4th between the Incubator Board and PJC <br />President Pam Anglin. He also said as a result of that meeting, PJC was going to take over the <br />Incubator and the Incubator had reduced its request for funding assistance from $89,000 to <br />$30,000, which was to help close out the Incubator. <br />3. Discuss and act on a Resolution calling a public hearing on proposed amendments to the <br />proposed budget for fiscal year 2013 -2014. <br />Mayor Hashmi explained that action was taken on this item on September 3`d <br />4. Presentation on policies and procedures for Paris Economic Development Corporation by <br />Mayor Hashmi and PEDC Director Steve Gilbert. <br />PEDC Executive Director Steve Gilbert said that he and the mayor had met several times <br />and that it was a common goal of the City Council, the PEDC Board and staff to make the <br />community prosperous. Mr. Gilbert also said the PEDC Board was working to update policies <br />
