2013-034 RES AUTHORIZING THE EXECUTION OF A MAIN STREET SIDEWALK GRANT APPLICATION

RESOLUTION 2013 -034 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING AN APPLICATION FOR FUNDING THROUGH THE TEXAS DEPARTMENT OF AGRICULTURE TEXAS CAPITAL FUND MAIN STREET PROGRAM FOR THE MAIN STREET SIDEWALK GRANT PROGRAM; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris, Texas desires to develop a viable urban community, including a suitable living environment and expanding economic opportunities, principally for persons of low -to- moderate income; and WHEREAS, the downtown area has a predominance of buildings, curbs and sidewalks that are deteriorated due to age, lack of drainage and other reasons, which qualify it as slum or blighted. Certain conditions exist which represent a threat to the public health and safety (i.e. deteriorated roadway and sidewalks, sidewalks with no handicap ramps, no storm water drainage); and WHEREAS, it is necessary and in the best interests of the City of Paris to apply for funding under the Texas Community Development Block Grant Texas Capital Fund Main Street Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Paris as follows: SECTION 1. The City Council hereby designates the following blighted area as the Paris Downtown Area as it applies to the Texas Capital Fund Main Street Program Grant application: South Side of Lamar Avenue from 2nd S.E. Street to 1St S.E. Street West side of South Main Street beginning at Kaufman St. curb ramp going North 100 ft. East side of South Main Street beginning at Kaufman St. curb ramp going North 85 ft. 1St NW east of Paris Community Theatre for 100 feet SECTION 2. The City Council has reviewed and hereby approves an application for: Downtown Revitalization Improvements $135,000 Award Administration $ 15,000 SECTION 3. The City Council has reviewed and hereby agrees to comply with all assurances executed in connection with the application and, if funded, the award. SECTION 4. The City Manager is hereby authorized and directed to act on the City's behalf in all matters pertaining to this application. SECTION 5. That the funds requested in the grant application will be used to construct sidewalk improvements, install ADA accessible ramps for sidewalks, install streetlamps and
