RESOLUTION 2013 -034 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />APPROVING AN APPLICATION FOR FUNDING THROUGH THE TEXAS <br />DEPARTMENT OF AGRICULTURE TEXAS CAPITAL FUND MAIN STREET <br />PROGRAM FOR THE MAIN STREET SIDEWALK GRANT PROGRAM; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the City Council of the City of Paris, Texas desires to develop a viable urban <br />community, including a suitable living environment and expanding economic opportunities, <br />principally for persons of low -to- moderate income; and <br />WHEREAS, the downtown area has a predominance of buildings, curbs and sidewalks that <br />are deteriorated due to age, lack of drainage and other reasons, which qualify it as slum or blighted. <br />Certain conditions exist which represent a threat to the public health and safety (i.e. deteriorated <br />roadway and sidewalks, sidewalks with no handicap ramps, no storm water drainage); and <br />WHEREAS, it is necessary and in the best interests of the City of Paris to apply for funding <br />under the Texas Community Development Block Grant Texas Capital Fund Main Street Program. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Paris as follows: <br />SECTION 1. The City Council hereby designates the following blighted area as the Paris <br />Downtown Area as it applies to the Texas Capital Fund Main Street Program Grant application: <br />South Side of Lamar Avenue from 2nd S.E. Street to 1St S.E. Street <br />West side of South Main Street beginning at Kaufman St. curb ramp going North 100 ft. <br />East side of South Main Street beginning at Kaufman St. curb ramp going North 85 ft. <br />1St NW east of Paris Community Theatre for 100 feet <br />SECTION 2. The City Council has reviewed and hereby approves an application for: <br />Downtown Revitalization Improvements $135,000 <br />Award Administration <br />$ 15,000 <br />SECTION 3. The City Council has reviewed and hereby agrees to comply with all assurances <br />executed in connection with the application and, if funded, the award. <br />SECTION 4. The City Manager is hereby authorized and directed to act on the City's behalf <br />in all matters pertaining to this application. <br />SECTION 5. That the funds requested in the grant application will be used to construct <br />sidewalk improvements, install ADA accessible ramps for sidewalks, install streetlamps and <br />
