MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />August 27, 2013 <br />The City Council of the City of Paris met for an special session at 5:30 p.m. on Tuesday, <br />August 27, 2013, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: Aaron Jenkins; Billie Lancaster; John Wright; and <br />Cleonne Drake <br />City Staff: John Godwin, City Manager; Gene Anderson, <br />Finance Director; Kent McIlyar, City Attorney; <br />Janice Ellis, City Clerk; and Shawn Napier, City <br />Engineer <br />Council Members: Richard Grossnickle and Matt Frierson <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Hashmi called the meeting to order at 5:30 p.m. <br />2. Receive presentations from contractors, engineering firms, or consultants and discussion <br />with regard to water and sewer line replacement projects. <br />City Council heard from Don D'Adam, Vice President of AECOM. Mr. D'Adam <br />explained the essential to constructing a high value CIP Support Team for Paris. He said that <br />AECOM had the highest second number of registered engineers in Texas. Mr. D'Adam <br />reviewed suggested models; the first was Model 1, staff augmentation. With Model 1, the owner <br />acts as the CIP manager, AECOM Team provides specialized staff to augment owner staff or <br />address technical needs, the owner keeps control over the program, and this model requires key <br />staff in owner organization to effectively manage. He said Model 2 was to fully outsource <br />management and meant that the owner contracts with AECOM, the AECOM Team works with <br />others to staff up, AECOM provides single point of responsibility and risk is shifted to the <br />AECOM Team. Mr. D'Adam said Model 3 was an integrated team, which meant the owner and <br />AECOM consisted of a team working together to combine best talent, they would take the best <br />from both organizations to fill roles and this was an excellent opportunity for knowledge transfer <br />and adoption of best practices. Mr. D'Adam answered questions from City Council with regard <br />to other projects, cost of management for this project, sub - contracting with locals, inspections of <br />the project, and estimated time to complete the project. He also told the Council that he thought <br />AECOM could have the engineer design done is less than a year and possibly complete it within <br />six to nine months. <br />
