HOUSING AUTHORITY OF THE CITY OF PARIS <br />BOARD OF COMMISSIONERS MEETING <br />100 GEORGE WRIGHT HOMES <br /> February 18, 2003 <br /> 12:30 p.m. <br /> <br />Chairman Rick Poston called the meeting to order at 12:37 p.m. with the following Board <br />members present: JeffHoog, Lillian Brooks, Kathleen Edge, and Annette Grant. Also attending <br />were Executive Director Denny Head, Legal Council T.K. Haynes. <br /> <br />Chairman Rick Poston asked for a motion to accept the minutes from the January Board of <br />Commissioner's meeting. Motion was made by Kathleen Edge and seconded by Lillian Brooks. <br />Motion was unanimous 4-0. <br /> <br />Denny informed the board that the Lead Base Paint project has 50 doors changed but some doors <br />have yet to be framed. The board asked Denny how the residents were adjusting to the door <br />replacement projects and what concerns they had. Denny informed the board that the largest <br />problem is the amount of air and the size of the cracks in the frames of the door. <br /> <br />Denny informed the board that the MOA between the Paris Housing Authority and HUD, stating <br />the Paris Housing Authority as a "Troubled Agency" is still not resolved. Denny informed that <br />all obligations that were required have been completed. Denny informed the board that many <br />items that were addressed and completed were responded to 3 times with no reply form HUD. <br />Roman Polomares, Robin Barton, LaSalle Nance all came unannounced to the PHA to visit with <br />Denny Head. Roman Polamaries informed Denny Head that HUD had hired a firm to come <br />"straighten things out". Denny informed Roman that Eva Weathers had visited the PHA and <br />reviewed the Section 8 offices and found that the PHA had was in compliance. Denny said that <br />after March 3, 2003 that the MOA should be amended. <br /> <br />Denny Head informed the board that there is a preliminary report issued by HUD that indicates <br />up to 130 pages of changes to PHAS. This year there will be 130 pages full of changes. The <br />scoring on the report will range from A-F. <br /> <br />Denny reported that the security patrol is doing very well within the PHA. Denny informed the <br />board that security is being enforced at the sites and that with the new security patrol trafficking <br />through our sights has decreased which has cut down on the amount of drugs and loitering within <br />the PHA sites. <br /> <br />T.K. Haynes explained the details of the case involving Tiffany Mitchell. East Texas Legal <br />Services has appealed to County Court. Executive Director Denny Head will meet with East <br />Texas Legal Services to give a disposition on this case in County Court today. Denny and T.K. <br /> <br /> <br />
