Regular City Council Meeting <br />March 6, 2003 <br />Page 2 <br /> <br />Block 54. She explained that she wanted to move her manufactured home to <br />Paris and place it on this lot for her mother to live in so that she could take care <br />of her mother. Ms. Akins felt that the manufactured home would enhance the <br />neighborhood. Ms. Akins stated that in this area there are abandoned houses <br />and unkept property with city code signs in their yards. Her home would not <br />take away from the area. Ms. Akins had noticed a single-wide home on 6th <br />N.W. and said that her home was a better caliber home than that one. <br /> <br />Emma Smith, 451 N.W. 4th, also appeared before the City Council in support <br />of the zoning change requested by Ms. Akins. <br /> <br />Mayor Pro Tem Manning called for opponents to appear. Karol Ann Moore, <br />4330 Lakeshore Drive, came forward advising that she owns a home at 450 4th <br />N.W., which is across the street from the requested zoning change and she was <br />opposing the change. She felt that this would affect the value of her property. <br />Ms. Moore advised that there were no manufactured homes in this area. <br /> <br />Patsy Daniels, 549 5th N.W., came forward expressing opposition to the zoning <br />change. She said they have owned their home on 5th N.W. for twenty-eight <br />years and they have restored that home. They also own a rent house across the <br />street from their home. Ms. Daniels urged the City Council to deny the zoning <br />change. <br /> <br />Councilman Weekly stated that as a Councilman, he was opposed to the <br />placement of a manufactured home in this area because it will devalue the <br />property. <br /> <br />There was also a petition presented in opposition to the zoning change. <br /> <br />No one else appeared and the public hearing was declared closed. <br /> <br />A motion was made by Councilman McCarthy, seconded by Councilman Bell <br />to bring Agenda Item No. 4, an ordinance amending Zoning Ordinance No. <br /> <br /> <br />
