Regular City Council Meeting <br />March 6, 2003 <br />Page 7 <br /> <br />Mayor Pro Tem Manning announced that the City Council had been furnished <br />copies of minutes from a previous meeting and asked if there were any <br />corrections or additions, there being none, the minutes were approved as <br />presented. <br /> <br />City Manager Malone advised that the minutes from the Paris Public Library <br />Advisory Board, Building and Standards Commission, Airport Advisory Board, <br />Civil Service Commission, Board of Commissioners of the Housing Authority <br />of the City of Paris, and the Paris Economic Development Corporation had <br />been furnished with no action being required. <br /> <br />Councilman Plata referred to the Building and Standards Commission's <br />minutes, item 6, Update on status of City of Paris being designated as a <br />Certified Local Government. Mr. Plata inquired about the CLG status and its <br />effect on the removal of dilapidated houses. Director of Community <br />Development Tommy Haynes stated that the City of Paris is still waiting on <br />approval at the Federal level. City Manager Malone noted that he had received <br />no certification at this time. City Attorney Schenk explained that the Certified <br />Local Government status is required to implement that provision of the city's <br />substandard building ordinance that requires that all of the sites or locations <br />that the Building and Standards Commission looks at for potential demolition <br />be referred to the Historical preservation Commission for review before the <br />Building and Standards Commission can order those properties to be <br />demolished. He said that bridge provision becomes effective at such time as <br />the city is designated a Certified Local Government. The City Attorney said to <br />his knowledge the city has not received this certification. He did say the city <br />was getting all the people trained in order to implement the Building and <br />Standards part of it and they have started looking at houses to be removed. <br />Steve Methven, Chief Building Official, came forward advising that the City <br />Council gave them authority to continue issuing demolition permits and noted <br />that several had been issued. <br /> <br />Mayor Pro Tem Manning announced that the next item on the Agenda was the <br /> <br /> <br />
