A metes and bounds description of the property (Exhibit A) and a map
(Exhibit B) are attached to the ordinance.

The property owner, Trammel Crow Company, is requesting tax abatement from the City on the real and personal
property improvements to be made to the site. According to the application for tax abatement, the approximate
233,000 square foot development is estimated to be valued in excess of $35 million, and is projected to create at
least 600 jobs at an average salary of $60,000 per year. Staff is currently negotiating an 80 percent tax abatement
and a Chapter 380 agreement. The negotiated percentage conforms to the City's Policy Statement for Tax
Abatement.

WYLIE
NOV. 21, 2002
Consider and act upon issues surrounding the creation of Reinvestment Zone No. 5 and the approval of a Tax Abatement
Agreement between the City of Wylie and Home Depot, U.S.A., Inc

RICHLAND HILLS
JANUARY 14TH, 2003
CONSIDER CALLING A SPECIAL MEETING REGARDING ECONOMIC DEVELOPMENT PROPOSAL
SUBMITTED BY THE BARCLAY GROUP - Consideration and discussion of calling a special meeting for 6:00 P.
M., Tuesday, January 21,2003, to discuss in executive session proprietary economic development information
submitted by Barclay Group/Texas Venture Capital, L.
