X. SUMMARY
The City of Paris owns 405.99 total park acres and 234.76 of those acres are developed. When
compared to Paris' existing population of 25,171 residents, the resultant level of service of
developed park land is 9.33 acres per 1,000 residents.
This Parks and Open Space Master Plan provides a total of ten different projects throughout the
next ten years. The City of Paris should follow all the projects in the implementation schedule
over the next ten years in order to keep up with the growing population. The projects listed in the
implementation schedule are strategically ordered so the after the ten year plan, the City of Paris
will have a new community use park in each quadrant of the city as well as additional renovated
parks and trails throughout the community. It is important to understand that the above projects
are suggested to be completed in order as shown in the implementation schedule; however, if
funding is made available for specific projects or unforseen opportunities arise, the projects can
be moved within the suggested time schedule.
This plan is to be utilized as a flexible tool which should be reviewed annually and updated every
five years with input from citizens -at- large, city boards and commission members, city staff and
City Council to continue to reflect the unique recreational needs of the area. The city should take
advantage of any unforseen opportunities not identified in the plan that may arise, such as
donations of land and/or facilities as long as the actions meet the intent of the goals and
recommendations of this plan.
With the proposed improvements to the park system that are outlined in this plan will come
additional maintenance and operational needs in order to utilize, manage and care for both the
new facilities and those that exist today. The proposed improvements contained in this plan will
enhance the quality of life in the region and help ensure that the City of Paris is able to keep pace
with the growing recreational needs of its citizens. The resulting benefits of this plan include:
increased quality of life, healthier lifestyles, tourism potential, creating community and socail
gathering spots, economic value and pride in the residents of the area.
Mb City of Paris Parks, Recreation & Open Space Master Plan 2013 -2023
Page 46
