Box 9037 <br />Paris, Texas 75461-9037 <br /> <br />RE: ES#03-189- Asbestos Abatement UARCO Building and City Hall~Old Fire Station <br /> Letter of Contractor Recommendation <br /> <br />Dear Mr. Napier: <br /> <br />Following is a list of the three low bidders and their total bids on the above referenced project. <br /> <br /> Horsley Specialties, Inc. (HSI), Carrollton, Texas ....................... $27,800.00 <br /> Empire Environmental, Inc., Dallas, Texas ............................ $33,303.75 <br /> Air Quality Associates, Inc. (AQA), Tyler, Texas ....................... $38,280.75 <br /> <br />ERI estimated contractor's costs at $43,000.00 to $53,000.00. <br /> <br />Because HSI's bid was so much lower than our estimated project cost, and in order to best assess the <br />contractors' qualifications to perform a project of this scope, we requested additional information <br />to be able to give you a good comparison of these low bidders. <br /> <br />We asked all three low bidders to provide the date they obtained their asbestos abatement <br />contractor's license in Texas. AQA was licensed in August 2001, and Empire in November 2001. <br />HSI was licensed in 1997, however they only recently (Jan. 2003) opened an office in Texas. <br /> <br />HSI provided, as required by the specifications, a list of 10 projects; however, all their projects were <br />out-of-state. This is important, due to the fact that Texas has very strict rules pertaining to licensing <br />and regulatory compliance, as compared to most other states. We also asked all three contractors <br />to furnish us with a list of 10 projects performed in Texas within the past year (this project <br />information was provided by AQA and Empire as part of their bid package). HSI was able to furnish <br />us with only four projects performed in Texas during the past year. They also did not provide any <br />information as to the scope of these projects. <br /> <br />With respect to violation history, as required by the specifications, AQA and Empire have had none <br />to date. HSI provided, along with their list of out-of-state work, a violation history showing <br />numerous violations in other states, where they perform most of their projects, and one in Texas <br />from a project performed in 1999. <br /> <br />clp/ma cc: Larvd Schenk 03189bid.l~r <br /> <br /> <br />
