City Council Water & Sewer Subcommittee <br />May 15, 2003 <br />Page 32 <br /> <br />the people to look at how the city' s money is spent how the budget is prepared <br />and, whatever comes out of this, she felt it is a very valuable thing because they <br />have gotten a lot public awareness of the problems that Mr. Campbell faces <br />every day in his departments, and what Mr. Malone faces trying to make a <br />budget and what the City Council faces trying to give people a Cadillac city on <br />a Ford Escort budget. She said that no one is mad at anyone no one is trying <br />to cause anyone to lose a job. She said that they are just trying to find a way <br />to stretch this rubber band that has stretch ed about as far as it can go and not <br />break it. Councilwoman Neeley stated that Councilman Plata has done all the <br />work and spent his time doing all the calling to gathering the information that <br />he has presented. She said that the City Council has got to also find a way so <br />that we do not run people out of town because we are careless with the city <br />funds. <br /> <br />Chairman Plata said they are not trying to micro-manage they are trying to <br />eliminate some of the budget. <br /> <br />Mr. Campbell stated that he agreed with what Councilwoman Neeley said and <br />they try to do that to. So we are not here just to go out and spend all this <br />money, we want to get something for our money. <br /> <br />Mr. Campbell stated that he wanted to explain that the controllers on these <br />valves have to precisely control the water. He said it is no different in <br />Kimberly Clark controlling the tension on a sheet of plastic by the speed of <br />spline. It has to be done; otherwise, you are going to lose a lot of money. <br />Chairman Plata said that is correct. Councilwoman Neeley want to know if the <br />new controllers that were purchased can be maintained and kept in operation <br />like they have done everything else at the water treatment plant. Mr. Campbell <br />explained that the new ones are of a much higher quality than those being <br />replaced. The new ones will last a lot longer by just the nature of being <br />because they only have two moving parts where the old ones have nine moving <br />parts. Mr. Campbell advised that the pieces they have removed can be used on <br />these other valves that simply open and close. Mr. Wims advised that some <br />of those pistons were put in in1965. Mr. Campbell said they have been rebuilt <br /> <br /> <br />
