City Council Water & Sewer Subcommittee <br />May 15, 2003 <br />Page 36 <br /> <br />next week as there were so many things going on, and explained all the things <br />that he and the city staff are working on. <br /> <br />Councilwoman Neeley stated that, as a committee, they have done about all <br />they can do and the Mayor is looking at scheduling a meeting the last week of <br />the month. City Manager Malone said that he could forward all of this to all of <br />the Council Members. Councilwoman Neeley said the three Committee <br />Members cannot decide anything. Chairman Plata asked if they wanted to take <br />a vote to the council or try to come back with something else to take to the City <br />Council. <br /> <br />City Manager Malone advised that they can do an analysis of what was <br />presented and look at the whole idea of the shifts and what that means, how it <br />would work with the laws in place, and what that would accomplish. He stated <br />that there are things that jump out at him such as some of these employees <br />going into the General Fund. He said that there is no money in the General <br />fund to pay them and those jobs will be lost. He said that the city will not be <br />able to add people in the parks departments and they will not be in the position <br />to mow. Mr. Malone said that there is no money for that; it would have to <br />come from a totally separate thing. He said that the property taxes would have <br />to be raised to do that. <br /> <br />Councilwoman Neeley stated the question is do you want this committee to <br />meet again or do you want it the way we have it right now with your answers <br />to go to the whole Council and have a meeting. City Manager Malone said it <br />was subject to the recommendation, whatever the committee decided how you <br />want to handle it. He was just saying that they are going to need a little time <br />to analyze this and get some answers and they need some time to come up with <br />what we are planning to offer the City Council in the budget. He advised that <br />they were working to get the budget out early as was mentioned. The City <br />Manager said since we are talking about water and sewer rates, they are going <br />to concentrate on the water and sewer departments first. So, anything they can <br />do and when we figure out what they can do and consult with the rate <br />consultant and talk about our debt service and every other thing that enters into <br /> <br /> <br />
