City Council Water & Sewer Subcommittee <br />May 15, 2003 <br />Page 7 <br /> <br />had a boil water notice during the time that Mr. Campbell and his employees <br />have been operating this plant. That is not saying that it might not happen, but <br />there are a lot of circumstances that can cause a city to issue a boil water <br />notice, and it behooves them to protect the public health and safety. Other <br />plants have methods of handling sludge and other cities do things differently, <br />but those who have this type system usually have a mechanical mixer, which <br />the city does not have. He stated that since this rule has been implemented, it <br />has become even more stringent and more important for this to happen. He <br />said that we do not need to put the burden of issuing a boil water notice on our <br />citizens and our industry because it will be in the newspaper and it is a really <br />big deal. <br /> <br />Chairman Plata said that staff was just saying that this could happen and are <br />making it a reality; but in reality, what staff is saying is that the city has never <br />come close to having a boil water notice. City Manager Malone said that was <br />not true, saying we have not said that we have never come close to having a <br />boil water notice. He said that we have come close several times. Mr. <br />Campbell pointed out that Chairman Plata came out and looked at that last <br />water leak and the city came close to having a boil water notice on that <br />occasion and there are different ways that a city can have a boil water notice. <br />Mr. Campbell stressed again that if that sludge builds up in there and it gets <br />carried over into the basins, they can not treat that out of there, and then we <br />could have a boil water notice. <br />Councilwoman Neeley wanted to know if the money was in the budget to <br />purchase mechanical mixers. City Manager Malone stated that as he said in <br />the memo, Mr. Campbell budgeted those funds in that account to purchase <br />mechanical mixing equipment. He said that during budget time, the city is six <br />months ahead of the beginning of the fiscal year and you are trying to plan for <br />your needs, so you try to over estimate what you are going to expend and under <br />estimate the revenue to make your budget balance. Mr. Campbell advised that <br />both the mechanical mixer and the scrapers they are talking about are used at <br />the Wastewater Treatment Plant on its sludge. City Manager Malone said the <br />city could expend the entire amount of money and purchase some for that <br />amount of money for that purpose, or the city can spend less than one-half the <br /> <br /> <br />
