SUMMARY OF TESTIMONY <br /> <br />Witness: James A. Greer <br /> <br />Background: Mr. Greer is the Director of Asset Management for pipeline and <br /> distribution assets for the Company. He has a B.S. in Electrical <br /> Engineering from the University of Texas at Arlington and a <br /> M.B.A. from Texas Christian University. Mr. Greer has held <br /> various engineering, project management, and asset <br /> management positions over a 19-year affiliation with TXU Corp. <br /> and its subsidiaries and predecessors. <br /> <br />Purpose of Testimony: <br /> <br /> (1) Explain the Company's capital investment policy, processes, <br /> and investment; (2) explain the Company's O&M expenditures <br /> policy, processes, and levels of expense; (3) explain increased <br /> regulatory oversight over the Company's operations and impacts <br /> on expense; and (4) explain the Company's Safety Compliance <br /> Program instituted in 2000. <br /> <br />Key Points/Issues: <br /> <br /> 1. The Company's management and design process <br /> regarding capital expenditures is prudent. <br /> 2. The Company's capital investment is reasonable and <br /> necessary, and is used and useful. <br /> 3. The Company's O&M expenditures and processes <br /> involved are reasonable and necessary. <br /> 3. The historical costs and future estimated costs associated <br /> with the Pipeline Integrity Program are reasonable and <br /> necessary. <br /> 4.
