SUMMARY OF TESTIMONY <br /> <br />Witness: R. Keith Pruett <br /> <br />Background: Received a Bachelor of Business Administration degree in <br /> Accounting from the University of Texas at Arlington in 1982. <br /> Licensed as a Certified Public Accountant in the state of Texas <br /> in 1988. Employed by Dallas Power & Light Company in 1974. <br /> Currently employed as Corporate Accounting Manager for the <br /> Oncor Group since November 2001. <br /> <br />Purpose of Testimony: <br /> <br /> (1) Support the integrity of the Company's financial data; (2) <br /> Support compliance with Commission Rules 7.310, 7.503, <br /> 7.501, 7.5414; (3) Define Operation and Maintenance <br /> Expenses; (4) Support Ratemaking Adjustments; (5) Support <br /> shared services provided by Oncor Electric to TXU Gas. <br /> <br />Key Points/Issues: <br /> <br /> 1. TXU Gas complies with Commission Rules and accounts for <br /> its costs consistent with NARUC. <br /> 2. The filing is based upon the twelve-month period ended <br /> December 31, 2002 adjusted for known changes and <br /> conditions that are measurable with reasonable accuracy. <br /> Adjustments are shown on Schedule G-5 and detailed on <br /> various supporting schedules contained within the rate filing <br /> package. These adjustments reflect the normal ongoing <br /> cost of gas utility operations. <br /> 3. Oncor Electric affiliate transactions involving Distribution and <br /> Pipeline meet the standards set forth in Section 104.55 of <br /> the Texas Utilities Code. These transactions are <br /> reasonable, necessary and billed at actual cost, with no <br /> profit or margin added to the billings. The methodologies <br /> used in billing are appropriate for each service provided. <br /> <br /> Summary/Recommendation: <br /> <br /> TXU Gas has complied with applicable Commission Rules <br /> relative to a rate filing proceeding. Total O&M for Distribution <br /> has been adjusted to $176,419,172 and represents the ongoing <br /> normal expenses for operating the Distribution System.
