SUMMARY OF TESTIMONY <br /> <br />Witness: Marc D. Moseley <br /> <br />Background: Received Bachelor of Business Administration degree in <br /> Accounting in 1972 and is a Certified Public Accountant in the <br /> State of Texas. Employed by Dallas Power & Light in 1974. <br /> Worked in Corporate Accounting, General Accounting, <br /> Regulatory Accounting, and Accounting Services departments. <br /> Held positions of Assistant Controller and Controller prior to <br /> being elected Vice President in the Regulatory department in <br /> 1996. Became Vice President of Accounting Support for the <br /> Oncor Group in March 2003. Has previously provided testimony <br /> before the Public Utility Commission of Texas on accounting- <br /> related matters in Docket Nos. 25230, 22350, 21527, 18490, <br /> 15195, 11735, 9300, 5640, 5330, and 5256. <br /> <br />Purpose of Testimony: <br /> <br /> (1) Discuss the appropriate accounting under Generally <br /> Accepted Accounting Practices ("GAAP") for regulatory assets <br /> in general; (2) Describe the Company's regulatory assets and <br /> the specific accounting treatment that is being requested for <br /> these assets; (3) Demonstrate that these regulatory assets were <br /> created and are being amortized in accordance with GAAP; and <br /> (4) Show that the regulatory treatment proposed by the <br /> Company enables it to recover its regulatory assets in a way <br /> that is fair to the Company and its customers. <br /> <br /> Key pOints/Issues: <br /> <br /> The Company, in this proceeding, has identified and should be <br /> able to recover through rates the costs related to: <br /> <br /> · the transition obligation related to Other Post <br /> Employment Benefits, <br /> · the 1997 Enhanced Retirement Plan, <br /> · the 1999 Early Retirement and Voluntary Severance <br /> Plans, <br /> · the Winning Innovative Services Program <br /> · the Safety Compliance Program, and <br /> <br /> Moseley - Summary of Testimony Page 1 of 2 <br /> <br /> <br />
