Motion to excuse Reeves I-Iayter from consideration on this item was made by Curtis Fendley and seconded by Barbara Forrest. Motioii carried, 5 ayes and 0 nays. Motion was made to approve by Louis Yates, seconded by Russell MeCain, subject to the City Engineer's Memo, dated, May 5, 2003. Motion carried by a vote of 5 ayes and 0 nays.
