ORDINANCE NO. 2013 -045 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, <br />TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE 337.7 ACRES OF <br />LAND, KNOWN AS PROPOSED ZONE 1, THE RESORT AREA, WITHIN THE <br />PROPOSED LAKE CROOK PLANNED DEVELOPMENT DISTRICT (LCPDD), <br />FROM AGRICULTURAL DISTRICT (A) TO LAKE CROOK PLANNED <br />DEVELOPMENT DISTRICT, ZONE 1, THE RESORT AREA. SAID LAKE <br />CROOK PLANNED DEVELOPMENT DISTRICT IS COMPRISED OF 3,000± <br />ACRES OF LAND, IN ADDITION TO 1000± ACRES OF LAKE AREA; <br />LOCATED AT THE EXTREME NORTHWEST QUADRANT OF THE CITY OF <br />PARIS, LAMAR COUNTY, TEXAS, DIRECTING A CHANGE ACCORDINGLY IN <br />THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER <br />CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY <br />CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the Paris City Council desires to establish mixed -land uses represented <br />by single- family, multi - family, commercial, resort, and recreational uses within an area <br />known as the Lake Crook Planned Development District (LCPDD); and, <br />WHEREAS, the Paris City Council has approved a proposed conceptual plan <br />providing for fourteen (14) subzones within said LCPDD, comprising a total of <br />approximately 3,000± acres of land area and also approximately 1,000± acres of water, <br />known as Lake Crook; and, <br />WHEREAS, the Paris City Council recognizes that the scope of establishing the <br />LCPDD shall extend over a number of months; and, <br />WHEREAS, the Paris City Council has directed city staff to prepare planning and <br />zoning opportunities and requirements first regarding Zone 1: The Resort Area, within the <br />LCPDD; and, <br />WHEREAS, the Paris Planning and Zoning Commission has held a number of <br />discussion sessions regarding said Zone 1, the Resort Area; and, <br />WHEREAS, on December 3, 2013, the city staff presented and discussed said Zone 1 <br />to the Planning and Zoning Commission, and said commission opened the floor for <br />discussion and comment on the proposed Zone 1; and, <br />WHEREAS, no one spoke either in support of or in opposition to Zone 1; and, <br />WHEREAS, on December 3, 2013, following notice and publication as required by <br />law, the Planning and Zoning Commission conducted a public hearing on the proposed <br />amendment to the City zoning ordinance and, following said hearing, made formal <br />
