AGENDA INFORMATION SHEET <br /> <br />PROJECT: Approving and authorizing the execution ofa Subrecipient Agreement with the Texas Extension <br />Engineering Service for acceptance of a State Homeland Security Grant Program grant. <br /> <br />BACKGROUND: The newly created U.S. Department of Homeland Security provides assistance directly <br />to states to help in developing a comprehensive homeland security strategy and to defray associated costs. The <br />State Homeland Security Grant Program is developed to build upon the progress already made by <br />municipalities in improving their capability to respond to emergencies, including assistance to purchase <br />specialized equipment to prevent and respond to incidents of terrorism, providing material to enable first <br />responders to respond to incidents involving the use of chemical, biological, radiological, nuclear or explosive <br />weapons, and to help localities develop strategies for the protection of critical infrastructure and prevention <br />of terrorist incidents. <br /> <br />DESCRIPTION: The organization administering the State Homeland Security Grant Program for the State <br />of Texas, the Texas Engineering Extension Service (TEEX) at Texas A&M University in College Station, has <br />notified the City that it has been awarded a sub-grant under the Program in the total amount of $62,151.00, <br />which requires no matching funds from the City of Paris. The City of Paris Police Department has earmarked <br />at least twenty-five percent (25%) of the money to address radio interoperability. A meeting has been <br />scheduled for July 29 with the Public Works, Fire, EMS, Police, Water, and Emergency Management <br />Departments to prioritize purchases. <br /> <br />RECOMMENDED ACTION: Approve and authorize the execution ofa Subrecipient Agreement with the <br />Texas Extension Engineering Service for acceptance of a State Homeland Security Grant Program grant. <br /> <br />STAFF CONTACT: Karl Louis, Police Chief; Lt. Bob Hundley, Emergency Services Manager <br /> <br />COST: The grant award is in the amount of $62,151.00, and there is no cash match required by the City. <br /> <br />SCHEDULE: The grant acceptance must be returned by July 31, 2003, or the City will not receive these <br />funds; however, the City did not receive notice of award of the sub-grant until July 14, which was the day of <br />the regular City Council meeting. Open meetings requirements for seventy-two (72) hours notice prevented <br />the possibility of this item being considered by the City Council at that meeting. <br /> <br />COUNCIL DATE: Consider for approval at City Council's special meeting on July 28, 2003. <br /> <br /> <br />
