AGENDA INFORMATION SHEET PROJECT: Approving and authorizing the execution ofa Subrecipient Agreement with the Texas Extension Engineering Service for acceptance of a State Homeland Security Grant Program grant. BACKGROUND: The newly created U.S. Department of Homeland Security provides assistance directly to states to help in developing a comprehensive homeland security strategy and to defray associated costs. The State Homeland Security Grant Program is developed to build upon the progress already made by municipalities in improving their capability to respond to emergencies, including assistance to purchase specialized equipment to prevent and respond to incidents of terrorism, providing material to enable first responders to respond to incidents involving the use of chemical, biological, radiological, nuclear or explosive weapons, and to help localities develop strategies for the protection of critical infrastructure and prevention of terrorist incidents. DESCRIPTION: The organization administering the State Homeland Security Grant Program for the State of Texas, the Texas Engineering Extension Service (TEEX) at Texas A&M University in College Station, has notified the City that it has been awarded a sub-grant under the Program in the total amount of $62,151.00, which requires no matching funds from the City of Paris. The City of Paris Police Department has earmarked at least twenty-five percent (25%) of the money to address radio interoperability. A meeting has been scheduled for July 29 with the Public Works, Fire, EMS, Police, Water, and Emergency Management Departments to prioritize purchases. RECOMMENDED ACTION: Approve and authorize the execution ofa Subrecipient Agreement with the Texas Extension Engineering Service for acceptance of a State Homeland Security Grant Program grant. STAFF CONTACT: Karl Louis, Police Chief; Lt. Bob Hundley, Emergency Services Manager COST: The grant award is in the amount of $62,151.00, and there is no cash match required by the City. SCHEDULE: The grant acceptance must be returned by July 31, 2003, or the City will not receive these funds; however, the City did not receive notice of award of the sub-grant until July 14, which was the day of the regular City Council meeting. Open meetings requirements for seventy-two (72) hours notice prevented the possibility of this item being considered by the City Council at that meeting. COUNCIL DATE: Consider for approval at City Council's special meeting on July 28, 2003.
