Agreement No.55080 <br /> <br />All property ordered under the State Homeland Security Grant is the property of the <br />designated jurisdiction and is subject to inventory and property rules under OMB <br />Circular A-102. Property title transfers to the jurisdiction upon receipt of equipment. All <br />jurisdictions must maintain property records, in accordance with locally established <br />procedures, which include the following information: a description of the item, a serial <br />number, received date, the titleholder of the equipment, value of equipment and the <br />owner and the location of the equipment. Each jurisdiction must keep these records <br />readily available to ensure property accountability. There must be a physical inventory <br />of grant procured equipment at least once a year. Each jurisdiction must have a control <br />system in place to locate and safeguard equipment. <br /> <br />Reporting <br /> <br />Each jurisdiction must submit semiannual progress reports to the Texas Engineering <br />Extension Service (TEEX) Office of Domestic Preparedness summarizing equipment <br />purchased through this grant. Connally Building <br /> 301 Tarrow-TEEX <br /> College Station, Texas 77840-7896 <br /> <br />Reports may be faxed to (979) 458-6927 Attn: Homeland Security Grant or emailed to <br />charley.todd @teexmail .tamu.edu <br /> <br />The semi-annual progress reports, due November 30 and May 31, should summarize <br />the previous six months of equipment purchases. Required information includes the <br />name of the jurisdiction and the Category, Item, Cost, Total, and number assigned to <br />each discipline. This report will then be forwarded to the Office of Domestic <br />Preparedness as documentation for their records on the progress of the grant. Please <br />see Attachment D for format. Contact TEEX for an electronic version. <br /> <br /> Monitoring <br /> <br />All jurisdictions are subject to these guidelines and procedures. There will be <br />monitoring visits involved which will enable TEEX personnel to confirm that property is <br />located and used for the intended purpose as stated in the SUBRECIPIENT <br />AGREEMENT.
