Regular City Council Meeting
June 16, 2003
Page 18

The next page was a list of all the pumps in the Water Treatment Plant Division
and the next page is the scope of services agreement that the city has with Freese
and Nichols and he knew what they were doing when they were conducting this
water treatment plant evaluation. He asked the City Council to look at item nine
which shows where they are suppose to estimate the staffing requirements for
the current and future capacities (if they are different). So, they are looking
ahead on that.

Mr. Campbell said the next page is for Water and Wastewater Plant is an
illustration showing the schedules as they were recommended. Mr. Campbell
asked Councilman Plata why he recommended that the city use a day shift
operator at the water plant but he did not make that recommendation for the
wastewater plant. Councilman Plata explained that there was not a need for an
operator at the sewer treatment plant.

Mr. Campbell asked that they look at the next page, which is a comparison he
did with other cities, Greenville, Sherman, Denison, Mt. Pleasant, Corsicana and
Lewisville. He said that Lewisville is a lot larger than the City of Paris, but we
compare comparably to this, and this gives a lot of information such as the water
rates, population, wastewater, water source, water plant capacity, and their
average water production. If you will notice, the city's average water
production is 11.4, which is higher than any other of the cities listed including
Lewisville, as they have a purchase contract with Dallas Water Utilities and they
purchase 7.5 million gallons a day, but they only treat 4 ½ million a day. Mr.
Campbell said that the city's peak flow is higher than all of them, but the
interesting point is the next number down which is called water production
dollars per 1,000 gallons and the city's water production cost is $0.56 per 1,000
gallons; Greenville is $0.79. Sherman you will have to read the notes to get
theirs because it is convoluted. Denison gets their water from wells, so naturally
they would be lower than the city. Mt. Pleasant is about the same as Paris's,
Corsicana and Lewisville are a lot higher than the City of Paris.

Regarding the wastewater plant, Mr. Campbell said there are different types.
Greenville has the simplest type, a trickling filter system. Mr. Campbell said the
