He said they have made a tremendous <br />amount of progress on making repairs to the wastewater system and the water <br />system and that is why the city did not get fined. That is how the city got out <br />from under that order. The City Manager said they had been spending money <br />and getting bang for the buck in repairing the system and the city would be in a <br />lot worse shape if the money had not been borrowed to make those repairs and <br />meet those mandates. <br /> <br />Councilman Plata wanted to know how long the water loss study has been going <br />on and when it was completed. Mr. Campbell advised that there is a preliminary <br />report that is very good and they are making repairs based on it. The final report <br />has been delayed because the engineer doing the report became ill. <br /> <br />Mayor Fendley called for discussion of and possible action regarding <br />privatization of the water and sewer facilities. Mayor Fendley asked if the <br />Council recalled that they had this discussion within the last three or four weeks <br />and had a presentation for OMI and called for comments from the City Council. <br /> <br />Councilman Bell advised that he has had some discussion with Councilman Plata <br />and others and he cannot see why we would not proceed with the RFP (Request <br />for Proposals). Councilman Bell said in visiting with OMI he found that their <br />RFP's are not that complicated and should not take that much staff time. It <br />would be a preliminary step, and he felt that if they had some type proposal, it <br />would give us, if nothing else, some ideas where to look at possible cuts in cost <br />if we do not have them presented by Mr. Campbell at some point. Hopefully he <br />is looking at that, and finally, he did not want to have an RFP from just one <br />company. <br /> <br />City Attorney Schenk advised that what they would do is not adopt out of hand <br />OMI's proposal for RFP because he thinks it is like stipulating that you want a <br />3.8 engine in what you are buying and that is what you are going to get. He felt <br />that the city should get RFP's from other entities and then create our own, and <br />that is what he was saying to this Council. In doing that, saying the city can do <br />an RFP is one thing, but it is another thing to decide an RFP for what level <br /> <br /> <br />
