Councilman Bell said the
reason for asking is because the city awarded a bid to someone who could not
perform last time. Mr. Townsend said that was correct. They had checked
references and did due process to hire them; they were surprised when the
contractor dropped out. Councilwoman Neeley asked if this contractor had done
lawn service before since their name is Good Tree Service. Mr. Townsend stated
that when Jackie Good submitted the bid, that was a question they asked. They
also asked for references for commercial lawn maintenance and these references
were checked. Mayor Fendley pointed out that the city would still have a way
out, just like there is in the previous contract, if the work is not performed.

Greg Glover, second to low bidder, presented a copy of his company's resume
which consisted of their commercial experience and a list of equipment.

Councilman Bell asked if Mr. Good was in the audience and he was not present.

Mayor Fendley called for additional questions, comments, or a motion on the
resolution.

A motion was made by Councilman Bell to table action on the resolution until
next Monday night and to ask Mr. Good to appear and bring his references and
things that were received by the other bidder. The motion was seconded by
Councilwoman Neeley and carried 6 ayes, 0 nays.

Resolution No. 2003-105, approving and authorizing the execution of contract
change notice No. 03 (Attachment No. 05A) to the contract for Public Health
Services, TDH Document No. 7560022067-2003; making other findings and
provisions related to the subject, was presented. A motion was made by
Councilwoman Neeley, seconded by Councilman Weekly, for approval of the
resolution. The motion carried 6 ayes, 0 nays.

Resolution No. 2003-106, approving the sale of tax delinquent property described
as Lot 15, City Block 175-A, being number 1136 Van Zandt Street, was
presented.
