Mr. Campbell is saying that because of a new rule about back flush
water which came down in January that the $40,000.00 for sludge equipment is
needed in the budget. Councilman Plata said he did not hear Mr. Campbell say
the city was out of compliance. That is why he questioned spending even
$20,000.00 on equipment at this time when money is tight.

Councilman Plata said the manpower reductions he was recommending are being
brought about by comparing other cities' operations to Paris's and also by
looking at the weekly work schedule for the employees. On a bi-weekly basis,
there are 2 operators at the plant on three days, three operators are there for three
days, and one day there are four operators at the plant. There should be a better
employee schedule so as not to have personnel overlapping. Councilman Plata
asked if two operators are what it takes for three days, why is there a variation
