MEMORANDUM <br /> <br /> TO: Mayor and City Council <br /> Planning and Zoning Commission <br /> <br /> FROM: Shawn Napier, P.E. <br /> City Engineer <br /> <br /> DATE: October 3, 2003 <br /> <br /> SUBJECT: Preliminary Plat of Paris Retirement Village <br /> <br /> I have reviewed the preliminary plat of the above referenced addition. It appears that the plat <br /> complies with the City of Paris subdivision regulations with the following exceptions and/or <br /> additions. <br /> <br /> 1. Submit a more detailed site drainage plan for review and approval. <br /> 2. Change the preliminary plat to show lots and block. <br /> 3. Provide a 15-foot utility easement for the fire hydrant and water line from 13tn St. <br /> S.W. into the property and a 15-foot off-site easement for the sewer on the North <br /> side of Washington Street by separate instrument. <br /> 4. Provide a 10-foot utility easement on the North side between the two 15'foot <br /> utility easements for an existing Cox Communications underground line. <br /> 5. Revise the zoning to show the West lot having SF-3 zoning and the East lot to <br /> have PD-b zoning. <br /> 6. Provide a map inset on the preliminary plat to show the current lot configuration. <br /> 7. Right-of-Way (ROW) dedication may be required on 15th Street S.W., provide <br /> dimensions for the ROW width and distance from the center of the road to the <br /> property line. <br /> 8. The developer has requested that the curb and gutter requirement be waived on all <br /> adjacent streets (see attached letter). Approximately 300-feet of Washington <br /> Street that is East of 13th Street S.W. drains West to the intersection to a culvert <br /> under 13th Street. Part of Washington St. would require curb and gutter or <br /> changing the grade on the ditch and putting in a valley gutter on 13th Street at <br /> Washington Street. The Code of Ordinances states in the Subdivision Regulations <br /> under Section VIII. Design of Improvements A. Curb and gutter shall be <br /> constructed monolithic with the concrete pavement in accordance with section 29- <br /> 57 of the City of Paris Code of Ordinances. It shall be constructed along both <br /> sides of all streets and avenues within the subdivision and along the subdivision's <br /> side o£ all boundary streets. The cost of this work will not be subject to any <br /> participating aid by the City. <br /> <br />I recommend approval of the preliminary plat upon completion of the above items. <br /> <br />cc: Michael E.
