Planning and Zon/ng Meeting <br /> October 7, 2003 <br /> Page 2 <br /> <br /> There was no opposition, the public hearing was declared closed. <br /> <br /> Consideration of and action on the petition of the Paris Historic <br /> Preservation Committee for a change in zoning from a Light Industrial <br /> District (LI) to a Historical Overlay District (HD), Paris Santa Fe-Frisco <br /> Depot, being number 1125 Bonham Street. <br /> <br /> Motion was made to approve the petition by Carl Lucas and seconded <br /> by Brad Archer. Motion carried by a vote of 7 ayes and 0 nays. <br /> <br />4. Consideration of and action on the Preliminary Plat, Parr-Hull Medical <br /> Plaza, being the 3300 Block of North Main. <br /> <br /> Motion was made to deny the petition, by Carl Lucas and seconded by <br /> Reeves Hayter, until adequate sewer is provided on Lots 1, 2, 3 and 4. <br /> Motion carried with a vote of 7 ayes and 0 nays. <br /> <br />5. Consideration of and action on the Preliminary Plat and Master Plat of <br /> the Paris Retirement Village, Lot 2, City Block 308, being the 1400 <br /> Block of W. Washington Street. <br /> <br /> Joe Chamey, 742 Pipeline, Hurst, Texas, Owner/Developer of Paris <br /> Retirement Center asked for a waiver of curb and gutter based on <br /> drainage issue. Curb and gutter normally drains the project and Mr. <br /> Chamy thinks that the drainage is adequate because there is a ditch to <br /> the west of the property that should handle the drainage from the <br /> apartments. Mr. Chamy stated that he would take care of the right-of- <br /> way with hydro mulching and plants if curb and gutter requirement is <br /> waived. <br /> <br /> Ed Vaughn, architect for Mr. Chamy, presented a sketch of the <br /> proposed landscaping of the project.
