IV. MEETINGS <br />4.1 A majority of the entire voting Board of Directors of the Lamar County Health <br />District shall constitute a quorum for the transaction of business. The presence of the <br />Executive Director shall not count for the purpose of determining whether a quorum is <br />present. <br />4.2 The Board shall meet monthly on a date fixed by the Board and shall hold such other special <br />meetings as may be called by the chairperson. <br />4.3 The Health District and the Board of Directors shall comply with the Texas Open Meetings <br />Act and Texas Public Information Act as required by law. <br />V. PURPOSE OF THE DISTRICT <br />5.1 The District may perform any public health function that Lamar County or the City of <br />Paris may perform unless otherwise restricted by law. The Board, with the assistance of <br />the Executive Director, shall determine which public health programs and services will <br />be provided by the District based on needs assessment and the availability of resources. <br />5.2 The District shall be affiliated with the Texas Department of State Health Services or its <br />successor to facilitate the exchange of information and the coordination of public <br />health services. <br />5.3 The District shall provide "'Essentialpublic health services" as defined In Section 121.002 <br />of the Act: <br />5.3.1 Monitor the health status of individuals in the community to identify community <br />health problems; <br />5.3.2 Diagnose and investigate community health problems and community health <br />hazards; <br />5.3.3 Inform, educate, and empower the community with respect to health issues; <br />5.3.4 Mobilize community partnerships in identifying and solving community health <br />problems; <br />5.3.5 Develop policies and plans that support individual and community efforts to <br />improve health; <br />5.3.6 Enforce laws and rules that protect the public health; <br />Page 4 of 10 <br />
