Regular City Council Meeting
September 4,2003
Page 12

Councilman Plata asked what is the probability of using that electronic sign for
Amber Alerts. Mr. Kyle said he did not have a problem with that, but it might
have to require a permit because any kind of an alert would be a flashing
motion and the State requires that there is no flashing. He said that would be
an emergency and he did not think there would be a problem in getting a permit.

Councilwoman Neeley asked Mr. Kyle if a certain part of the sign would be
devoted to public service announcement. Mr. Kyle said they were saving ten
minutes every hour.

Mayor Fendley called for opponents to appear, no one appeared, and the public
hearing was declared closed.

ORDINANCE NO. 2003-036

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AMENDING ZONING ORDINANCE NO. 1710 OF THE
CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES
ESTABLISHED BY THE ZONING MAP OF SAID CITY; ESTABLISHING
A GENERAL RETAIL DISTRICT (GR) WITH SPECIFIC USE PERMIT (52)
SIGNS AND BILLBOARDS ON LOTS 1B AND 1 C, CITY BLOCK 315, AS
REQUESTED BY RONALD KYLE, AGENT TO LEASE FROM D.
